02:35 - Central Council’s Board of "Birlik" Party held meeting in Tashkent
Today we informed already about the meeting of the regional chairmen's meeting of "Birlik" Party in Tashkent. Later, as it was found out, the status of this event was retrained as "Extended Meeting of Central Council’s Board (Presidium) of the Party ". This was the first official event of “Birlik” Party in recent years.

All of the regions representatives were present except that of Andijon and Namangan regions. In particular, vice-chairmen Holiknazar Ganiev, Daynov Tashanov and Hamdam Sulaymonov were here too. Also, Party’s chairman Abdurahim Polat who is living now in the United States, vice-chairman Pulat Ohun who is living in Sweden and chairman of Andijon regional organization Akbarali Orif who is living in Denmark were participating in the meeting through the telephone.

During the meeting, Namangan regional organization’s chairman Nosir Zokir called to let the participants know that he was detained at "Dovon" pass, which connects Fergana and Tashkent valleys. Today in the morning, despite the Namangan regional Department of Internal Affairs’ high-ranking official, under-colonel Muhiddin Koriev's rude demand telling him not to go to Tashkent, Nosir Zokir went anyway.

Nosir Zokir also was included to the list of the participants and the official record of the meeting noted 14 names.

The main subject of the meeting’s Agenda was - to accelerate the activities directed to get the official registration of "Birlik" Party in the Ministry of Justice, which were slowed down after the bloody Andijan events.

The Party’s General Secretary Vasila Inoyat introduced to those present the appeal by Party chairman Abdurahim Polat about today's meeting subjects. In particular, it consisted of these words:

"Lets not lie to ourselves, there is no opposition group now in Uzbekistan except "Birlik". There will not be any very soon. May be in the future might appear a nomenclature opposition. It is better than nothing of course, but the time flies, we have no right to wait. So, there is no other way but to add up some octane in our fuel and just move on. It is our obligation on front of the country, the nation; it must be taken as our duty.

It would be just idle talk to say: in order to revive our activity significantly, first of all we have to strengthen our local organizations and coax young people to our ranks. Strengthening local organizations and coaxing young people will be within serious intensification of activity. So, first of all we must begin any serious political process; what is capable for us now and strengthen the organization within this process….

Now, to my mind, the renewed process of registration of Party could be basis for moving forward. I offer the following mechanism to do so.

- At least 100 members of “Birlik” from each regional organization will submit application to Human Rights Society "Ezgulik" (copies will be sent to the Ministry of Justice, President of Uzbekistan, and Ombudsman) with following contents. Despite of our fulfillment of all the Ministry of Justice requests the Ministry still has not officially responded to us according to requirements of Uzbek law. Several responds of one of the departments have no value according to law. That is why we will call "Ezgulik" to defend our rights and assist us. Later we will organize the meeting of Party’s Central Counsel, which also would submit the same application to "Ezgulik". It would be great if we could collect hundreds, thousands of applications.

- Based on it, "Ezgulik" will begin necessary procedures including opening the case in the court and so on. We will elaborate details of this process when it goes ahead.

- We need at least thousands of applications. We will turn our subject a mass political event and make the whole world know about it. We'll raise the issue on front of international organizations like European Union, Organization for Security and Cooperation in Europe.

- We will constantly work on raising funds, which is necessary to lead this process. We have some funds for the beginning steps."


This topic was discussed widely in the meeting. The vice-chairman Hamdam Sulaymon noted also that getting official status from Ministry of Justice is a main priority and called everyone for best action. The other vice-chairman Daynov Tashanov suggested some tactic techniques that are necessary to use in fighting the Ministry of Justice in the legal arena. The vice-chairman, chairman of Samarkand regional organization Holiknazar Gani agreed that Abdurahim Polat’s suggestions are correct and members of Samarkand oraganization are ready to lead this kind of activity. Sirdaryo regional organization’s chairman Isroil Rizo underlined that "Ezgulik" would benefit from getting involved into defense of political rights of groups of people that have joined a political party.

Leaders of Fergana, Horezm, Karakalpakistan regional and Tashkent city organizations Adham Muhiddinov, Komiljon Jumaniyozov, Mamasharif Yoldoshev, Hayitboy Abdullaev and Cental Council’s member from Kashkadarya Zulfikor Mirzo also agreed to these opinions.

The meeting participants decided to follow these proposals made by Abdurahim Polat. At the same time, it was agreed to hold the meeting of Central Council of the Party in July of this year.

The second subject of the meeting’s Agenda was – the valuation of positions of some "Birlik" activists who moved to other countries and do nothing. It is known that there are some party activists and even Central Council members who got political refugee status for being "Birlik" activists. Today’s meeting participants came to decision to warn them but without publicizing the names of those activists. Those activists, who are abroad, must support the Party activities in Uzbekistan and remember their obligations on front of the country, nation and the Party.

The third subject of Agenda was - the discussion of financial base of the Party. The meeting participants decided to support "One hundred thousand in exchange for one hundred" campaign started at “harakat.net” web site, and also to supply “Harakat” Agency by the latest news from the regions. Goal of the "One hundred thousand in exchange for one hundred" campaign is to raise funds to support both “Birlik” activity and the publishing of Journal “Harakat”.

So the meeting of the Central Council’s Board of "Birlik" Party has ended. It is necessary to underline that this was the first event of not just “Birlik”, but of all democratic opposition of Uzbekistan in the last few years.
